Walking my dog up New York Ave. near my house, I thought, "interesting spray painting by the utilities guys." Went back, took pictures, and found out later from the next-door neighbor whom we'll call F.F. that this had been the site of an accident in which my across-the-street neighbor, who uses a wheel chair since his bout with Meningitis, was hit by a car. The driver fled the scene. My neighbor, fortunately, was not badly hurt, but after reading the article, I know not how.
