This is Cuscuta californica (a kind of Dodder) a.k.a. devil's guts, devil's hair, devil's ringlet, goldthread, hailweed, hairweed, hellbine, love vine, pull-down, strangleweed, angel hair, and witch's hair (source). I've only hear it called Devil's Hair in the past, a name that makes me think of the Beck song, "Devil's Haircut," and I wonder if the plant's name triggered the song. Beck says it's a song about vanity, beauty, materialism, greed, etc. There's that part about "... rotten oasis / stealing kisses from the leprous faces." Devil's Hair is a parasitic plant that literally sucks life from the plants it grows on. Good metaphor, intentional or not.
